摘要：

With the sustainable development of scenic spots as the main evaluation purpose, in this paper, the author sets up several evaluation principles about the development suitability of urban river scenic spots and discusses the construction foundation of evaluation index system. On the basis of selecting the evaluation index of each item, five evaluation principles are confirmed, such as tourism resources evaluation, natural environment evaluation, social environment evaluation, tourism amenities evaluation and predicted benefit evaluation with 25 index factors as the evaluation content of each principle.
