Critical analysis of the concept of resilience in Puerto Rico's public policy: A contribution from Social Work

摘要
Resilience has become an increasingly resonant concept in Puerto Rico following the impact of Hurricanes Irma and Maria, becoming a part of both theoretical and practical discourse in work with individuals and governmental procedures. This work presents a content analysis regarding the public policies proposed by the Legislative Assembly of Puerto Rico that incorporated the concept of resilience. It analyses the conceptualizations of resilience from Michel Foucault's critical theory with the purpose of problematizing and contextualizing them in the interconnections of Puerto Rico's social, political, economic and environmental dynamics. The article also examines the implications of this analysis for public policy management from a social work perspective, as well as recommendations for anti-oppressive practice.
