It presents the approaches and methods for record and assess condition, as well as to identify priorities in reconstruction of the properties of cultural and historical heritage that were significantly damaged. The focus of the present paper is on the development of an Information technology enabled participatory planning framework for guiding reconstruction process towards the planning of smart cities.
