摘要：
United Nations Committee of Trade and Development (UNCTD), United Nations Industrial Development Organization (UNIDO), Organization for Economic Cooperation and Development (OECD), World Bank (WB) and so on international organizations are all positively researching, advocating, and spreading industrial cluster policy, and have done a lot of investigations and surveys in developing countries. Scholars attach importance to the research on industrial cluster more and more. Under the above background, firstly, the paper analyzed the four characteristics of industrial cluster in Henan Province; secondly, compared with other provinces, the paper found out the existing seven problems of industrial cluster in Henan Province; finally, the paper brought forward some suggestions for the development of industrial cluster in Henan Province.
