摘要
This paper reviews the New Zealand tertiary education funding system reform, analyzes the incentives of reform and the problems encountered in the reform, and points out the role and responsibilities of governments as well as the relationship between government and tertiary education organizations, aiming to optimize the current tertiary education funding system and develop a distinctive network of tertiary education while maintaining the autonomy of tertiary education organizations.
