摘要：

This paper uses the concept of the network society and the dual developmental state as a framework for examining area development strategies that were applied in the emergence of Shanghai as a globalising city. It focuses on the initiating role of local state government and its synergetic relationship with central government in the acceleration of the development of Shanghai Pudong. The development strategies are identified and the motives behind the decision-making are analysed. The key question addressed in the paper is: How can we assess the role of local state government in area development in Shanghai?
