摘要：
The Industrial cluster is a new industrial organization between the market and the enterprise. Because of its organizational innovation, the industrial cluster is very competitive to become a shortcut to the development of regional economy. This paper uses the theory of Value Engineering to analyze the competitiveness of the industrial cluster. The analysis shows that while the cost of the industrial cluster is lower than that of the market or enterprise, the function of the industrial cluster is stronger than that of the market or enterprise. The value of the industrial cluster is bigger than that of the market and the enterprise under the same condition. Thus, the industrial cluster shows great vitality and competitiveness.
