摘要
Constructing strategic technological innovation alliance is an important approach for China's enterprises (especially, small and medium-sized enterprises) to enhance independent innovation capability. Partners selection decides sustaining innovation capability of strategic alliance. This paper analyzes the influencing factors to partners selection of strategic technological innovation alliance from the knowledge perspective, because technoligical innovation process is knowledge creation process. An index system for partners selection is constructed. Partners selection is attributed to multiple attribute decision-making problems. Partners of technological innovation alliance are selected by VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method. The advantage of VIKOR method is that VIKOR method can determines a compromise solution, by using utility weight, i.e. the attitude of decision-makers can be reflected by adjusting utility weight. Finally, Comparison of VIKOR. TOPSIS, and SAW is conducted in detail.
