the paper is devoted to the question about the homeless and beggars in the Czech Republic. Provides basic information about this issue as a social category of people obviously poor, living on the edge of mainstream society and characterized by its specific way of life. The work also notices the increased care which is necessary for the disabled and socially disadvantaged groups. Democratic society should recognize and respect the fact that all people have equal rights, but not always, in this context is at the heart of protecting handicapped or socially disadvantaged groups of people. Currently in the Czech Republic due to domestic political instability and global economic situation is aid that tracked a group of people should be paid, ignored. Introduced is an example of solved social phenomenon in a rich country in the world - in Japan.
