Intermunicipal Solid Waste Consortium as an instrument to achieve the National Solid Waste Policy by the municipality of Redencao-PA

This study investigated whether the public consortium instrument is an adequate tool for the management of urban solid waste (USW) by the municipality of Redencao-PA, in view of the obligations established by Law N degrees. 12,305, of August 2, 2010 establishing the National Policy on Solid Waste NPSW. We start from the issue of urban solid waste management, from which we analyze the regulatory framework and confront it with existing legislation. Subsequently, we studied the public consortium and how they can affect the final destination of USW in Redencao, seeking to identify which qualitative gains the adoption of this instrument will bring and what difficulties are presented for its implementation. There was a discrepancy between the law and the factual reality of the entities. It was noticed that the best scenario for the municipality to meet the NPSW goals is consortiation. There before, it will be able to create an environment for the reuse of solid waste, promoting environmental sustainability.
