摘要
Since the late 1980s, with the surging of the first wave of migrant workers, issues relating to migrant workers in cities have attracted the attentions of all social walks. The issues of migrant workers basically involve the following four fields, namely, social stability, economic development, urban management and individual rights. Existence of so many migrant workers reflects the enormous demand for social management and public service fields and also displays shortage of relevant services provided by government.. In respect to these problems, this article make use of relevant public management theories, especially modem governance theory and Trans-field governance theory to put forward the author's thoughts on construction and perfection of social management on migrant workers and public service system.
