摘要：
E-government in China is experiencing a flourish period of development till now. Government delivers high quality services to citizens by means of e-government. However, it shows that in many aspects, some problems occur during the process of e-government construction. In order to facilitate the further development of Chinese e-government, the requirement of citizens as one of the important customers of government should be truly considered and represented.
