摘要：
Using VAR model analyses, this paper constructs three indices for research: output gap, inflation gap and deficit rate. In this paper fiscal deficit rate reflects the fiscal regulation and we analyze the effectiveness of fiscal policy mainly by impulse response function. The impact of deficit ratio on output and inflation results represents the impact of fiscal policy effectiveness. This research may have some practical value for policy development and implementation.
