摘要：

Assigning legally binding force to the EU Charter of Fundamental Rights, with the entry into force of the Lisbon Treaty, has created new hopes, determined by the establishment of an effective tool for the protection of fundamental rights throughout the Union, and gave rise to a new debate related to the limits for the application of the new instrument. This study examines the limits of application, involving limits of interpretation, of the Charter.
