INFLUENCE OF EXISTING ILLEGAL PARKING VEHICLES ON PARKING PLACE CHOICE BEHAVIOR OF OTHER CAR DRIVERS

摘要
It is reported that number of traffic accident caused by illegal parking vehicles indirectly was 2878 in 2000 in Japan, of which 139 cases were fatal accidents. That is, illegal parking causes tremendous social cost. So, it is needed to research on parking behavior to control occurrence of illegal parking. In this study, parking behavior is analyzed and estimate parking place choice model with SP survey data. Parking charge, distance between parking lot and destination, waiting time for parking and number of existing illegal parking vehicles are considered as explanatory variables of the choice model. Furthermore, a predicted probability to be arrested for illegal parking is also considered as an explanatory variable. Finally, some implications to control illegal parking occurrence are induced through a sensitivity analysis of the model.
