摘要：
The article studies the scientific approaches to the economic essence, principles of organization and functions of state industrial policy and industrial service clusters; the notions of industrial policy and industrial service cluster are presented; the relation between cooperation and integration of industrial entrepreneurship is demonstrated. The approaches of state industrial policy to the development of industry basing on the industrial service clusters are determined.
