摘要：
This study constructs a primary evaluation system of forestry circular economy and also determines a scientific and objective evaluation method. This paper indicated the principles of constructing the evaluation system and the characteristics of forestry circular economy. used qualitative and quantitative analysis methods, and then worked out the evaluation system which including one target, three kinds of guidelines indices and seventeen specific indices and the evaluation method of principal component analysis.
