Some Exploratory Ideas about River Basin Water Resources Management System

Item 12 of Chinese "Water Law" stipulates that the state carries out a system of jointed management of water resources by both river basin management and administrative area management. After the legal role of river basin management is clarified, the most crucial point is to set up the river basin management system. It is a serious and urgent task to have a profound understanding of the history and the present situation of water resources management and various problems and opportunities in the development of water resources management of our country and then to establish a scientific, perfect river basin management system which conforms to the characteristics of water resources management of the new era and meets the demands of it.
