摘要
A collaborative framework for developing an e-government emergency system is proposed and built. There are abundant information processing mechanisms in the biological endocrine system (BES) including high level regulating mechanism to neural system, the emotional reacting mechanism, and the hormone reaction mechanism. With these mechanisms, BES has the features of self-learning, self-adaptive and self-collaborative etc. By learning the mechanisms in BES, resources and departments collaborate with each other in the e-government emergency system. The concerned respective government departments work together to detect, prevent, respond to, and recover from a disaster, which is consistent with the expectancy theory that maximizes positive outcomes and minimizes negative outcomes.
