摘要：

E-government evaluation is of great importance to the development of e-government. Evaluating e-government system can identify and solve the problems of e-government implementation, increase the successful percentage and ensure the quality of e-government. This paper reviews the literature on e-government evaluation and proposes an evaluation frame work for e-government system. Firstly, from the view of system theory, this paper analyzes the targets and structure of e-government system and builds a structure model of e-government system. Based on the structure model, this paper proposes a three-layer evaluation system for e-government system, which consists of five indexes on the first layer-technology infrastructure, organization maturity, information resources, application and benefits of e-government system. Finally, a method combining Analytical Hierarchy Process (AHP) and the Euclidean distance between the actual performance and the optimal performance is given to determine the weight of each index and calculate the final score of an e-government system.
