摘要：
This article begins by acknowledging the centrality of state action to the process of structural change: and aims to explore the conditions for state capacity through a comparative analysis of several experiences of development in the Third World. Its conclusions challenge the tendency to equate state capacity with insulation vis-a-vis civil society, According to the author, the transformative capacity of the state requires a combination of internal coherence and external connectedness that he calls 'embedded autonomy''.
