摘要
This research analyzes the behavior of governance framed in the scientific policy that governs the science, technology, and innovation system in higher education institutions in Latin America. Knowing that efficient governance is based on optimal human capital management and higher education performance, considering the current public policies supporting the production and scientific knowledge management in international cooperation and its impact on society. To achieve this objective, a holistic conception methodology was used with a theoretical, interpretive, descriptive, and emergent paradigm; based on journal articles on impact factor; A sampling and theoretical saturation of the subject was carried out, emphasizing in countries with a certain level of development of science and technology, such as Argentina, Brazil, Chile, Mexico, and Colombia. It was evidenced in the results the governance dynamics in management of public policies in science, technology, and innovation directed at research centers are not linked to the social realities and needs of said centers; recommending the evaluation of investments and decision-making in the public sphere, to promote science and technological advance, in favor of increasing the competitiveness and economic development of nations.
