摘要：

This paper illustrates the mechanism of a cooperative innovation system of production, teaching and research based on industry Clusters as Well is its role in the whole regional innovative system. The author believes that construction of such a system is not only a strategic focus of reform and development for higher international educations but also a core element in the design of economic strategies for the government. Based oil the analysis of the status quo of cooperation among production, teaching and research, the essay points Out Some problems about the major components', creative mechanism and network construction Of the Current system. It then puts forward several concrete measures to solve these problems.
