A new type of hydrodynamic instability is observed in a highly viscous liquid whose free surface is exposed to an external force acting at a certain angle to the normal. The physical reason for this instability is the redistribution of energy between the tangential and normal components of the free surface stresses. (C) 1999 American Institute of Physics.
