Communication agenda for the successful implementation of public policies

摘要
This article asserts that among the crucial factors associated with difficulties in implementing public policies the problems of communication within and between the institutions responsible for implementation are noticeable. Its basic premise states that while concerns about the implementation program of policy, which comes from the recognition that policies cannot be understood separated from the means of implementation, it is not possible to carry them out separated from the means for communication. Thus, the communicational connection between decision makers, "street level" operator and beneficiaries of the service is crucial in implementation. It proposes an integral plan of participatory communication or communicative Agenda attached to the process of policy making to assist its successful completion. It provides strategic design and an operational plan consisting of seven attributes, four methodological foundations, five interdependent processes, five general headings and eleven specific lines of action.
