摘要：

In the article, the author analyses the causes of environmental problems and two programmes to promote internalization of the environmental externality from the economic perspective. In line with the predicament of market and the willingness of government to solve environmental problems, the author suggests introducing the concept of "Balancing of Utility" to realize the coordination and balance of private rights and public power with respect to environmental laws.
