摘要
This paper addresses the extremely delicate problem of quality management, both in public and private sectors. Starting from the fact that the economy is passing through a transformation process, the paper highlights the peculiarities of the two environments, addressing factors that influence decisions and highlights the main challenges that managers have to deal with. The material reveals the difference in impact between a poorly grounded or even wrong decision made in the governmental sector and one taken in the private sector. The lack of organizational culture, the resistance to change, the lack of synchronization between the job requirements and competencies of a manager and the real person who occupies the seat is, in our opinion, the main reasons leading to major differences between the objectives assumed by contract management and actual performance of the field/company led. These elements represent as many challenges for any manager operating in Romania, under the current volatile environment.
