摘要
The goal of this study is the evaluation of innovations supply by local public services based on the use of information-communication technologies using the concept of evaluating the innovative capability of the organization. Evaluation of the innovation capability of the executive branch of local government through the concept of a value chain and the diamond model provides us with the answer to the research question: the process of development and implementation of innovative concepts of public services fails for reasons of low motivation and innovation capability of the providers of local public services. The innovative capability of local governments will be assessed in five areas (strategy, learning, linkages, processes, innovative organization). The results of this study show that the most significant challenges and factors influencing the innovative capability of the executive branch of local government are related to employee initiative. Innovations allow the local governments to more intensively monitor their citizens' needs and adapt to these needs by the nature of innovation and the course of the innovation process.
