摘要
Water and soil conservation is the base of environment construction in the Loess Plateau. It mainly includes: firstly, to construct the basic farmland with high and steady production, secondly, to generally convert the land for forestry and grass, and thirdly, to develop water and soil conservation coveting agriculture, forestry, stock raising and grassland, in order to achieve the interpromotion of management and development. Aiming at perfecting these work, it is suggested that to well arrange the scale of the basic farmland construction, to construct the gently rolling farmland and achieve the terracing of gently rolling field as much as possible, and attach importance to the high - efficiency development and utilization of the land, as well as the technique application, to well control the progress of returning land for farming to forestry and grass planting, and improve the actual effects of forestation and grass planting; to develop diverse economic undertakings and make account of economic benefits.
