Supporting Development of Business Activities in Polish Enterprises

Management is a general scope of activities, processes and decisions. Its application in relation to resources, persons, capital or organization is to ensure the conditions for their effective functioning, leading to achievement of set goals. All management activities based on making decisions regarding the development of innovations based on new or differently configured resources already in various organizational spheres are called entrepreneurial management. Entrepreneurship creates innovation, economic growth and competitiveness (Baumgartner, Ptitz and Seidl, 2013). Besides, it stimulates regional development (Carlsson et al., 2013). Today, entrepreneurship is defined as a process which participant is not only business, but also local governments and social organizations. Local governments recognize that entrepreneurship, especially in connection with competitiveness, is a factor of local development, as well as the basis for shaping regional specializations, which is why they try to create favorable conditions for its development, supporting enterprises with a wide range of both income and expenditure instruments (Makiela, 2013). In the paper, the author presents various tools and instruments for cooperation of local government units with entrepreneurs, as well as results of an audit report on supporting entrepreneurship by Polish communes, conducted in 2018. The paper includes results of research conducted in 2019 among selected SME's operating on the local market. The purpose of the study was to determine interest and activities of local governments to support the development of economic activity and possible barriers to business development in Polish micro, small and medium enterprises located in communes of the Czestochowa district. As indicated by the results of the survey, the vast majority of respondents are not satisfied with the support offered by local authorities. The most important barrier of doing business according to them is insufficient technical infrastructure. When asked to determine which proposal for supporting business activities would be best for them, they most often mentioned the creation of economic zones.
