摘要
On the basis of foreign experiences, an idea is creatively proposed to establish an administration bureau about construction supervision. It interacts with the management of legal person of project construction and the institution who uses the project. They compose a mechanism of construction, management and use. Thus an investigation system about supervision and responsibility is built and perfected. Based on whole life cycle cost theory, government investment projects involve five important stages. By analyzing such stages, it could find that the investment during every stage must be controlled effectively. To improve the investment benefits of government investment projects, summarize experiences and lessons for future projects, contents and methods of post-evaluation are proposed after the investment of government, and some suggestions are put forward. By the innovative research on management system of government investment project, the investment can be controlled, and the pressure of financial investment can be relieved.
