摘要
Urban public utilities are the foundation of survival and development for a city. Long-term single government investment has caused various disadvantages such as out-dated management system and low operating efficiency for a long time. So it is imperative to absorb private capital and competition mechanism into urban public utilities. However, privatization in some cities are restricted by some barriers such as lagged laws and regulations, risk of public safety, lack of social justice, etc. Some measures including the perfection of related laws and regulations and enhancement of government supervision should be implemented to ensure smooth proceedings of privatization reform of public utilities.
