摘要
Open access to trackage rights in rail roads may be explored through comparison with a similar organizational structure in the natural gas pipeline industry. In this scenario, trackage rights are defined as the right to movement over a given segment of track, per some unit of time. To work well, a multi-part pricing system is essential. Careful implementation of open access would result in natural competition and far more flexible and relevant transportation prices.
