摘要
In the rural areas of Lithuania there are quite a number of derelict and non-used buildings, which were built in soviet times. Such buildings are a big problem in many former socialist countries. The aim of the work - to carry out the analysis of the derelict buildings, to determine indices upon which the location of the derelict buildings depend, to determine problems concerning land plot formation for the exploitation of these buildings. There are approx 9 thousand of non-used buildings in our country at present, of which approx 1.2 thousand are considered as derelict ones. Derelict buildings are located unevenly. The number of derelict buildings in districts is mostly influenced by the value of agricultural purpose land. Relation between the value of the agricultural purpose land and the number of derelict buildings is reverse. There are less abandoned buildings in the places where the land price is higher, i.e. near larger towns and picturesque places and towns suitable for recreation (Vilnius, Kaunas, Klaipeda, Druskininkai, Birstonas). Building demolition and usage questions should be carried out evaluating influencing factors and considering master plans of districts as well as development conception predicted in these plans. State land plots are sold and leased without auctions, if they are mortgaged (to physical and juridical persons) by buildings and facilities belonging on ownership rights. Land plot can be formed and sold near buildings registered in the Immovable Property Register. Land plots, situated near derelict buildings, which are not registered in Immovable Property Register, i.e. they can't be functioning as immovable property objects, are not formed. However, attention should be paid that land plots with no buildings (immovable property objects) situated in them can be formed and sold by auction. Selling land plots by auction compulsory conditions, such as the demolition of derelict building or the development of possible activities, can be noted. Derelict buildings deface the visual view, reduce aesthetical value and pollute the environment. After the liquidation or renovation of derelict objects it is important to recreate landscape complexes and objects once damaged by human activity as well as to restore the former biodiversity.
