摘要
This paper presents a holistic approach for embedding operations and maintenance (O&M) best practices considerations into the engineering and design of critical facilities. The paper discusses including various aspects of critical facility O&M within the design phase and throughout construction and commissioning to support continuous operations throughout the life of the facility. The paper addresses the physical aspects of the critical infrastructure and how it relates to efficient O&M, how staffing organization and makeup requirements should influence design strategies, and various O&M processes, tools, and potential synergies in developing O&M processes and procedures concurrently with designing and constructing the facility.
