摘要：
This article has comparatively analyzed the advanced methods, mature experience and common characteristics of science and technology expenditures management in some countries with advanced science and technology, and based on the current situation of Chinese governments' science and technology expenditure management, this article has put forward the measures and actions to perfect government science and technology expenditure management further in China.
