Fuzzy-Based Composite Indicator Development Methodology for Evaluating overall Water BOT Project Performance

摘要
The management of long-term infrastructure BOT requires complex administrative and regulatory inputs and sound institutional underpinnings to ensure partners' commitment to the contract over long time frames. Additionally, water BOT develop and use composite indicators to evaluate their overall project performance. This paper propose a novel methodology that uses fuzzy theories and an evaluation indicator system was established based on the development model of water BOT. The proposed methodology includes the utility function for normalizing, the fuzzy measure for weighting, and the fuzzy integral for aggregating. A retrospective case study shows that the proposed methodology can help alleviate the indiscrimination. The methodology can contribute more accurate evaluation of overall project performance with higher degrees of performance discrimination.
