摘要：
This paper aims to establish a general guideline for implementing knowledge management in the public sector, mainly government. Through literature review, the research compared the knowledge management initiatives between the private and public sectors and summarized that there are both similarities and differences. Building on these findings, the authors developed a general conceptual framework for carrying out knowledge management in the government domain. The conceptual framework incorporates all the major aspects for knowledge management and, at the same time, considers the distinctness of knowledge management in the public sector.
