摘要：

Since 1993, Russia has recognised a number of peoples as indigenous. However, the state's definition of indigenousness is only partially compatible with the criteria formulated in international declarations on the rights of indigenous peoples. This has to do with the deeply rooted traditions of tsarist and Soviet nationality policies.
