Social control as a mechanism for strengthening public corporations. The case of the citizen observatory to the Council of Bucaramanga

摘要
This paper analyzes the evolution of the performance of Bucaramanga councilors between 2017 and 2019, a period in which the City Council was monitored by the citizen observatory Bucaramanga Concejo Como Vamos (CCV), an initiative that tracks councilors and the Corporation as a whole, in the ful!llment of their functions and legal attributions. For this purpose, we performed a documentary analysis and a descriptive statistical analysis of primary data collected between 2017 and 2019, along with information on the Council's activity available on the entity's website and the election results of 2015 and 2019 for this corporation. It is concluded that in the years analyzed there was significant progress in the performance of councilors, individually and by party, although not in all the dimensions evaluated.
