摘要：
Based on a realistic analysis to our country's construction of new countryside, we explore the way to meet China's national conditions suitable for the construction of new rural development from the planning point, propose the plan for construction of new rural development measures and the method to resolve specific issues, which could guide the construction of new countryside reasonable and orderly development.
