Measures about Policies' Design Optimizing of Low Carbon Economy Development in China

In 2014 the central economic work conference proposes the environment's capacity has reached or closed to the limit. So we must promote new ways of green low carbon cycle development. Therefore, developing low carbon economy is imperative. This paper from the perspective of system design to analyze the quo of the system of low-carbon economy development of our country. From the aspects of fiscal and taxation system, supervision system, accounting system existing problems. This paper puts forward to build a low carbon budget, reduce rate of clean energy, improve energy regulator and formulate relevant information disclosure guidelines about low-carbon to optimize the design of the system. So that sustainable economic and social development can become better and better. With the growth of the world's population and the development economy, the increasing content of CO2 in the atmosphere causes global warming, unreasonable use of energy causes a series of environmental problems. In response to the severe challenges of global climate warming to human survival and developments, the low carbon economic model which on the basis of "low energy consumption, low pollution, low emission" has been taken more and more seriously.
