摘要：

Traditionally risk evaluation methods are based on the probability of incidence interfering with the potentially arising hazard. Since these procedures lead to immense reserve amounts for impending losses they are not applicable in real estate and business engineering estimations. In this paper a different and more applicable approach is proposed: Risk reserve values are defined by an alternative set of parameters referring to mainly the controllability and the perceptibility of a risk which are derived from parameters like knowledge, awareness. manifestation and consequences of risks interfering with measures capable to face a risk.
