摘要：
The second issuance of the Law of Water and Soil Conservation (revised edition) provides a forceful legal weapon in prevention and supervision for soil and water conservation. Its new breakthroughs lie in clear exposition of legal responsibility for the watershed management, consolidation of prevention and protection, standardization of supervision and inspection, and reinforcement of legal liability. Its new highlights lay stress on protection of original land features, collision avoiding system, limits of authority in project approval, production and construction project management, ecological compensation mechanism, and measures for supervision and inspection, etc. The watershed management should play an active role in revising relevant laws and regulations based on study and publicity of the new Law, to fully promote functioning of supervision and inspection.
