Illegal parking is one of the main causes of congestion on urban streets. With the lack of urban delivery schemes, commercial vehicles when loading and unloading have a significant negative impact on circulation causes traffic delay, congestion and safety risks. Motivated by the need to study the road occupancy of pickup-delivery vehicles, we addressed in this paper a data collection framework for planning, designing and conducting a vehicle observation-based freight survey. This study can provide a potential approach to conduct a diagnosis on urban freight vehicle movements, to study their impacts on urban traffic and to highlight extrapolation and adjustment relationships that allow for the transfer of its results to other cases without redoing these more resource-intensive investigations. Therefore, the document is organized as follows. In the first part, we proposed an overview of the type of urban freight transport survey. In the second part, we address the data collection framework for conducting vehicle observation-based freight survey in order to analyze the pickup-delivery vehicles movements.
