COMPARATIVE ANALYSIS OF NATURAL, TECHNOLOGICAL AND ENVIRONMENTAL RISKS FOR THE URAL INDUSTRIAL REGION

摘要
The priority assessment for protection of population, economy and environment from natural and technological hazards is the vital issue facing countries worldwide. The objective of this work was to realize quantitative risk analysis for the Ural Federal District, which is one of the most industrialized and urbanized regions of Russia. As the first step to the quantitative risk analysis natural and technological hazards were identified. Literature data and unpublished data of various specialized organizations on average annual frequency of accidents and their consequences in numerical units were used. Quantitative risk assessment was carried out for natural hazards (meteorological hazards, floods, forest fires, infection diseases), technological hazards (industrial fires and explosions, ejection of toxic substances, transport and high-pressure pipe-line accidents), and environmental hazards (cancer risk from ambient air pollution). The influence of economic shocks and crisis of the last decade on the frequency and consequences of technological accidents was examined. For comparison the most widespread social and behavioral risk were considered.
