摘要：
Based on the characteristics of small and medium-sized Chinese enterprises, the authors systematically analyze factors influencing technological innovation ability of the enterprises. An index system and a mathematical model were set up to evaluate the technological innovation ability of small and medium-sized Chinese enterprises. This paper may provide a practical oriented framework to test and evaluate the technological innovation of small and medium-sized enterprises.
