Dealing with Governance Failure as a Risk: Risk Management in the Public Administration Reform Era

It is argued in this paper that the potential "governance failure" could have made risk management even more difficult in the post -public administrative reform era. Extraordinary efforts have to be devoted by every government to strengthening its governing capacity in managing hierarchy in order to handle risks effectively. The article defined risk and its management and reviewed relative western scholars' dissertations on the criticisms of risk management, explained governance failure be perceived as a risk, then proposed suggestions including enhancing commitment,integrating partnerships into risk management, adopting alternative model and promoting governing capacity construction to handle governance failure in risk management.
