摘要：
China has undergone rapid economic and social transition period. However, social conflicts are gradually emerging during this period. With the frequent occurrence of various public emergencies, natural disasters and large scale epidemics, social risk is increasing and social public security is faced with a tremendous challenge. This paper suggests a decision-making mode which is derived by big data to innovate risk treatment of public security, besides, exploring the connotation, decision-making procedures and data collection pattern of this decision-making mode. By constructing public risk management mode frame based on big data, this paper discusses the environment features of various elements when the frame is operating in order to provide a new thought for risk governance of public security based on big data decision-making and management innovation.
