摘要
The concept of functional reliability is examined. It is proposed that a situational principle be used for the setting of standards. In order to improve the competitiveness of the means of measurement and control in industrial processes, it is proposed that government standards be developed with specifications for their functional reliability (safety) in harmony with international standards.
